Start by cutting a large hole in the center of the paper plate. Next cut out the heart shapes. You can either use scissors or you can use heart shaped paper punches like I did. You will want to cut out 2 sizes of paper hearts.
Once you have some hearts cut out, place your paper plate circle upside down and begin gluing the larger sized hearts on first. If the hearts aren’t large enough to cover all of the paper plate, don’t worry. You can use the smaller sized hearts to fill in.
Once you have glued on all the hearts, turn the paper wreath over and glue on a small length of ribbon at the top to hang your wreath from.
