- Begin by cutting out the gnome hat. Be sure to make it wide enough at the base of the hat to fit the width of the paper plate.
- Next, Glue the hat to the paper plate.
- Cut the nose out of construction paper and glue onto the hat and paper plate.
- Now you can begin to glue the cotton balls onto the paper plate.
- Final step, glue a pom-pom to the top of the gnome hat.
